She has litigation experience which began in the Public Defender's Office and continued in the Circuit Attorneys Office in the City of St. Louis. She tried several jury trials and hundreds of bench trials while an Assistant Public Defender and Assistant Circuit Attorney. Her litigation experienced broadened to include civil litigation on behalf of the Office of the Comptroller of the City of St. Louis and the City of Berkeley and in private practice as plaintiff's counsel.
Denise Watson-Wesley Coleman's municipal bond experience began in 1989 in the Office of the Comptroller of the City of St. Louis. She served as Bond Counsel to the City of St. Louis and General Counsel to the Comptroller. Her experienced involved drafting and reviewing bond documents, coordinating all actions associated with closings, negotiating rates, participating in the preparation of disclosure and offering documents, and general administrative responsibility in many innovative and complex financing transactions. Her experience included the creation and certification of several 501(c)(3) corporations. Through 1995, Ms. Watson-Wesley participated in the closing of approximately $1 billion dollars in loan transactions.
Denise Watson-Wesley Coleman's bond experience continued as a Member/Partner in White & Watson, L. C. formerly known as White, Ovletrea & Watson, L. C. where she primarily headed the Municipal Bond transactions for the Firm through 1998. She has experience as Legal Advisor for the State of Missouri, Co-Bond Counsel, Underwriters Counsel, and Issuer's Counsel in revenue bond transactions, general obligation transactions, constituted authorities and on behalf of corporations. Ms. Watson-Wesley Coleman participated in the closing of approximately $1 billion additional dollars in loan transactions through 1999.
Denise Watson-Wesley Coleman's judicial experience began in 1988 as a law clerk for the 22nd Judicial Circuit and continued in 1997 as a Hearing Officer for the Office of Public Safety of the City of St. Louis. She has rendered many decisions in public nuisance cases.
Denise Watson-Wesley Coleman's legislative experience began in 1999 in the Missouri Senate as Administrative Assistant to Senator J. B. "Jet" Banks. She assisted, reviewed and drafted bills, met with constituents, lobbyists, and other legislators to discuss legislation and briefed the Senator on legislation. Ms. Watson-Wesley transitioned the new staff for Senator Paula J. Carter and acted as her Legal Counsel through January, 2001.
In 2000 and 2001, Ms. Watson-Wesley along with MGT of America, Inc. and Fields & Brown conducted a disparity study for the St. Louis Area Consortium. The consortium included the City of St. Louis, the St. Louis Housing Authority and the Metropolitan Sewer District. The Disparity Study found that systemic and institutionalized discrimination against minority and woman-owned business enterprises exists in the City of St. Louis. Legislation was drafted to establish guidelines policies and practices for the City of St. Louis and the Metropolitan Sewer District.
